Draft Objectives

The following objectives were drafted after synthesizing data collected through the Community Input Survey, Stakeholder workshop, feedback from the Propel Pottsboro 2045 Comprehensive Plan Advisory Committee, and the first public workshop. Objectives are focused statements that reinforce the goals and provide a clear path for policy implementation. These are organized into five thematic categories: (1) Branding and Character, (2) Business and Administration, (3) Community and Public Services, (4) Infrastructure and Utilities, and (5) Zoning and Development.

Branding and Character

X.X. Develop and implement a citywide Landscape Plan for new developments and public properties that explicitly promotes water conservation and includes standards for low-maintenance native plantings and attractive hardscape design.

X.X. Establish a citywide aesthetics program that includes cohesive design standards for public spaces, municipal signage, and a comprehensive wayfinding system to strengthen and promote Pottsboro’s unique lakeside identity.

X.X. Create clear and user-friendly design standards for planned developments, zoning districts, and municipal projects to ensure new construction is compatible with and enhances the community’s established character.

Zoning and Development

X.X. Adopt the most recent editions of the International Building Codes and the National Electric Code to ensure safe, high-quality construction.

X.X. Establish new Entertainment, Pedestrian Business, and Limited Retail zoning districts to guide commercial growth toward revitalizing existing structures and infill sites, preventing intrusion into residential neighborhoods.

X.X. Update the zoning ordinance to allow for a greater diversity of housing types for more housing choices and to support walkable, mixed-use development.

X.X. Initiate a comprehensive update of the City’s Zoning Ordinance to ensure consistency with this Plan by establishing clear criteria for rezonings and variances to prohibit ad-hoc changes like spot zoning, and by modernizing standards to protect neighborhood character while allowing for diverse housing and business types.

X.X. Conduct a comprehensive update of the City’s zoning map to align zoning districts with current land uses, ensure the proper zoning of public properties like schools, and provide clear transitions between districts.

X.X. Develop clear and predictable review criteria to guide the rezoning of undeveloped properties, ensuring that new development is appropriately located and compatible with its surroundings.

X.X. Require that new housing developments on undeveloped land provide for and connect to neighborhood parks and include adequate green space.

X.X. Establish policies to maintain a strong homeownership base by managing the ratio of single-family to multi-family residential development, with the goal of preserving Pottsboro’s desired community character.

Business and Administration

X.X. Continue to improve and expedite the City’s permitting and licensing process by implementing a simplified, transparent, and online system.

X.X. Enhance public access to development-related data by creating a public-facing GIS mapping system.

X.X. Incentivize the preservation of open space and the use of low-maintenance landscaping in new developments.

X.X. Develop and implement a targeted economic development strategy to actively recruit and support retail, dining, and service businesses.

Community and Public Service

X.X. Develop and implement a marketing and branding strategy in partnership with the Chamber of Commerce and local businesses to actively promote Pottsboro as a destination for visitors, families, and new residents.

X.X. Enhance existing parks with improved landscaping, multi-generational amenities, and ADA-compliant features, and improve connectivity from surrounding neighborhoods.

X.X. Ensure all existing and future public facilities incorporate accessible design to serve a multi-generational community.

X.X. Construct a new, centrally located public safety facility to house police and fire services, with potential integration of City administrative offices.

X.X. As the City’s financial capacity and debt service allows, periodically evaluate the long-term feasibility of developing new multi-generational community gathering spaces.

X.X. Enhance educational and lifelong learning opportunities by partnering with Pottsboro ISD, the library, and regional colleges to improve pedestrian connectivity to facilities and support workforce development initiatives.

Infrastructure and Utilities

X.X. Create and adopt a long-range Capital Improvements Plan (CIP) that identifies and prioritizes infrastructure projects based on an ongoing assessment of the City’s major systems, and establish a system of impact fees to ensure that new development contributes proportionally to the cost of the public infrastructure needed to support it.

X.X. Develop a Sidewalk Plan and adopt a Multimodal Streets Ordinance to create a safe, connected transportation network that accommodates all users, including pedestrians and cyclists.

X.X. Develop a long-range water supply and resiliency plan to evaluate the costs, benefits, and feasibility of all potential water source options for ensuring a reliable and fiscally sustainable water supply for the future.

X.X. Employ a comprehensive water loss control system to identify, manage, and reduce water loss, thereby conserving water resources and improving utility efficiency.

X.X. Seek public/private partnerships to expand fiber-optic internet and bury electrical lines to improve connectivity and mitigate damage from hazardous weather.

X.X. Investigate and implement a hazardous weather early warning system to enhance public safety.

X.X. Determine and enhance the City’s emergency operations headquarters to ensure continuity of services during and after hazard events.
